1. Logged into my WB account from my phone, grabbed my character code.

2. Logged into my NE account with the PC client.
In the middle of my process, Penny transferred too, successfully. I gave her my extra cookies from my NE account so she could give them back to me after I transferred so I won't lose them when I overwrite my NE account.

This isn't an important part of the process but I recommend it since extra cookies are basically the only thing you can keep from an account you overwrite as far as I know, using this method of gifting to someone and having them regift to you after you transfer.
I also changed my NE account's name to something random just in case.

3. Went into my settings on my NE account and pasted the character code where it goes.

It asked me if I was sure and I said yes bitch and it sent me to the first screen when you open the game, I clicked enter Hogwarts as always and when the game fully loaded everything seemed fine, I had all my gems, outfits, gold, it even gave me these gems and gold reward that IIRC only original NE users got a while back so that's nice.

And I changed my name back to my original name ofc. It's like others have said, it seems the only things that get deleted are your friends list, social club, popularity, etc etc all social aspects. But everything else transfers fine. Thanks for coming to my ted talk.
